When Paul Rogers declared himself "EMPEROR ROGERS" he assured his
loyal followers (and he offered them certificates of citizenship
in his new kingdom to prove their loyalty) that he would flood the
Eastern Shore of Maryland and turn it into a giant skating rink.
The last time I checked this hadn't yet been accomplished, but that
didn't hurt his popularity any.
